Training Rookie Cops to lie to and deceive citizens; and to falsely accuse and falsely detain and falsely imprison citizens and commit extortion upon citizens:
Four of the officers below had less than two years on the job; one had about a year and the other, Ofc. Joy, was still a trainee. Sgt. Green is supervisor and Ofc. Fino was training a rookie, Ofc. Joy. You know they were in the wrong when they repeatedly change the reason and justificaion for the unlawful detainments.
ONE:
On August 9, 2018 Palo Alto Police Officer Christopher Conde stopped and detained citizen Ciampi and stated to Ciampi that Ciampi was violating the law for not having a rear bicycle light. The law does not require a rear light but only a reflector. Mr. Ciampi had a rear reflector. So Ofc. Conde changed his excuse for the stop by stating that Ciampi was violating the law for not having a head light mounted to his bicycle. Again the law does not require that the head light be attached to the bicycle so long as the head light is attached to the person. Mr. Ciampi had a functioning head light attached to his person. Ofc. Conde threatened to arrest Mr. Ciampi for not handing over his identification, (obstruction of justice), for violating a law he was not violating. These actions constitute a violation of the 4th Amendment of the U.S. Constitution as Officer Conde falsely imprisoned Mr. Ciampi and then threatened arrest, (force), should Mr. Ciampi not hand over his property, identification, to Ofc. Conde which is extortion. |
TWO:
On February 15, 2019 Palo Alto Police Officer Daniel Cuevas stopped Mr. Ciampi for not having a head light attached to a bicycle fals.ely stating to Mr. Ciampi that he was violating the law. Mr. Ciampi was not violating the law for the law does not require that head light to be attached to the bicycle so long as the head light is attached to the person. Mr. Ciampi had a functioning head light attached to his person. Ofc. Cuevas threatened Mr. Ciampi with arrest, (obstruction of justice), if Mr. Ciampi refused to hand over his property, identification, to Ofc. Cuevas. Mr. Ciampi informed Ofc. Cuevas that he had been falsely accused of the same offense previously and that he was not violating the law but Cuevas refused to listen and continued with his illegal acts adamantly asserting, lying, to Mr. Ciampi that he was violating the law when Mr. Ciampi was in fact not.

These actions constitute a violation of the 4th Amendment of the U.S. Constitution as Officer Cuevas falsely imprisoned Mr. Ciampi and then threatened arrest, (force), should Mr. Ciampi not hand over his property, identification, to Ofc. Cuevas which is extortion.
Mr. Ciampi forced Ofc. THREE:
On June 25, 2019 Palo Alto Police Officer Daniel Fino and rookie officer Ryan Joy stopped and detained Mr. Ciampi falsely claiming that Mr. Ciampi was looking into vehicles. This was a blatant lie used by officers Fino and Joy to detain and demand Mr. Ciampi hand over his identification. Mr. Ciampi had not looked into any vehicles but went directly to his own vehicle in full view of theofficers. Officers Fino and Joy were parked on the street about 100 ft from Mr. Ciampi’s vehicle waiting for Mr. Ciampi to come to his vehicle. When Mr. Ciampi approached his vehicle the officers drove down the street to Mr. Ciampi’s vehicle where upon they illegally detained Mr. Ciampi. Mr. Ciampi had opened the door to his vehicle and then the officers said they needed to see Mr. Ciampi’s identification because of the former false allegation and to ensure that the vehicle was Mr. Ciampi’s.

When Mr. Ciampi asked why he needed to hand over his identification Ofc. Fino used significant force on my arm by grabbing Mr. Ciampi’s my arm with his hand and forcefully moving Mr. Ciampi several feet from the side of the vehicle to the front of the vehicle. This use of force was unnecessary. Mr. Ciampi was completely compliant with officer Fino’s verbal and physical commands. While at the front of the vehicle, Officer Fino, without provocation and without any legal justification, struck Mr. Ciampi with his body pinning Ciampi to the front of the vehicle with his body. This was completely unnecessary as Mr. Ciampi was not fleeing or resisting and was completely following his commands. The only command that Mr. Ciampi initially refused to follow was the command to provide Ofc. Fino and Ofc. Joy his identification which was Mr. Ciampi’s Constitutional right not do so at that time.
In order to built up the false detainment Ofc. Fino falsely accused Mr. Ciampi of having alcohol on his breath.
Ofc. Fino continued his threat of arresting Mr. Ciampi should Mr. Ciampi not hand over his property, identification, to Ofc Fino and Ofc. Joy.

FOUR:
On or about November 1, 2020 Palo Alto Police Officer Stephen Benko stopped and detained Mr. Ciampi for not having a rear bicycle light. Mr. Ciampi informed Ofc. Benko that the law only requires a reflector. Officer Benko then stated that he could not see the reflector, however when Mr. Ciampi pointed to the reflector Officer Benko acknowledge that he could now see it, as if he could not see before. Despite this, Ofc. Bendo persisted that Mr. Ciampi hand over his identification even though Ofc. Benko acknowledge do violation of the law had occurred. These actions constitute a violation of the 4th Amendment of the U.S. Constitution as Officer Benko falsely imprisoned Mr. Ciampi and then threatened arrest, (force), should Mr. Ciampi not hand over his property, identification, to Ofc. Benko which is extortion. |

On August 1 2017 Officer Kevin Mullarkey along with Officer Paul Burgio falsely arrested citizen Ciampi in Starbucks on University Ave, with the intent instigate an altercation by which Ciampi could then be arrested for resisting arrest.
There actions constitute a violation of CA PC
182. (a) If two or more persons conspire:
(1) To commit any crime.
(2) Falsely and maliciously to indict another for any crime, or to procure another to be charged or arrested for any crime.
(5) To commit any act injurious to the public health, to public morals, or to pervert or obstruct justice, or the due administration of the laws.
